Crowley County is launching the start of its first Comprehensive Plan, demonstrating a strong commitment to the county’s long-term sustainability and the well-being and success of all residents. This planning process will guide growth and development over the next 20 years, ensuring that the county continues to thrive while addressing the evolving needs and aspirations of the community.
What is a Comprehensive Plan?
A Comprehensive Plan (“Plan”) is a long-range, strategic document that outlines a community’s vision for its future. The Plan is not a regulatory document. This is a visionary document intended to provide the foundation for decision-making and to guide development. Typically spanning 20 years, the plan serves as a guiding framework for decision-making across a wide range of topics, including zoning regulations, transportation improvements, economic development, sustainability, and resiliency. The effort is being funded, in part, by an Energy/Mineral Impact Assistance Fund Grant awarded by the Colorado Department of Local Affairs.
Subarea Plans
The Crowley County Comprehensive Plan uniquely features the inclusion of four subarea plans for the municipalities of Ordway, Sugar City, Crowley, and Olney Springs. Each subarea plan provides a tailored approach to address the unique needs, opportunities, and character of Ordway, Sugar City, Crowley, and Olney Springs. Through focused visioning and conceptual design, these plans will help guide thoughtful growth and preserve each community’s identity. Together, the countywide Plan and its subarea components will serve as a unified roadmap, guiding Crowley County and its municipalities toward a shared future that honors local values while embracing thoughtful growth.

Comprehensive Plan Steering Committee
The Board of County Commissioners has appointed Steering Committee Members (made up of the Chamber of Commerce) to help guide development of the Comprehensive Plan by offering input, workshopping, reviewing draft materials, and ensuring the plan reflects the community’s goals.

1. Does the Comprehensive Plan change zoning?
Implementation of the Comprehensive Plan does not change zoning; it is not a regulatory document. The future land use map can assist in guiding future zoning code decisions; however, the zoning code would not be amended upon Plan adoption. The Plan is a guiding document to identify where land use types would be appropriate and guides future updates to the zoning code; however, it does not reflect the zoning of the County.
